Binghamton Council Seeks Third-Party Investigation of Housing Authority Operations
Binghamton City Council is calling for a third-party investigation into the Binghamton Housing Authority over alleged years-long state labor law violations, including discrimination, pay inequality and wage theft. The call builds on 2025 tenant complaints of mold, asbestos, rent increases and removed amenities, plus an employee unionization drive council members attribute to lost faith in management. BHA president Charles Kramer disputes the picture, citing work-order responsiveness, and wants any investigator council-funded and lawyer-directed. The council is separately withholding approval of a PILOT agreement for the Saratoga Terrace rehabilitation until the authority addresses the complaints; Kramer warns the property could otherwise be sold. No allegation has been established by any court or investigator. The next steps are the council decision, union processes and the PILOT timeline.
