HUD has decommissioned its NSPIRE-V Demonstration application and stopped developing federal inspection software for voucher programs. PHAs must choose their own tool while preparing for the unchanged February 1, 2027 compliance deadline.
HUD’s inspector general found that the Buffalo Municipal Housing Authority failed to report three confirmed child blood-lead cases and identified broader problems involving hazard reduction, tenant notification, annual assessments, disclosures and lead-related documentation.
HUD treats an improper pressure reading, an outdated or missing service record, and a damaged or missing fire extinguisher as three separate life-threatening deficiencies. Each carries a 24-hour correction period, but NSPIRE does not create a universal requirement that every unit contain an extinguisher.
HUD’s September 2 multifamily inspection file lists 850 properties with latest scores below 60 and another 376 between 60 and 70. Although approximately 71 percent of properties scored 90 or higher, the lower-scoring group faces added pressure as six NSPIRE affirmative requirements have been scored since October 1.
HUD’s watchdog identified 56,488 life-threatening and severe deficiencies at 1,323 public housing and multifamily properties scoring 70 or below. The review found serious hazards even at properties that passed—and warned that many scores could decline when six additional NSPIRE requirements became scoreable on October 1, 2026.
HUD's National Standards for the Physical Inspection of Real Estate (NSPIRE) replaced UPCS for public housing and multifamily inspections. Voucher transition timing remains program specific, with the general extension running through January 31, 2027. The system focuses on health, safety and functional conditions, while scored public housing and multifamily inspections differ from voucher pass or fail inspections.
