The manual lists $500,000 rehabilitation and $1.5 million construction grant limits, with discretion to increase them based on need and capacity. Eligible organizations, procurement, fees, site control, homeowner assistance conditions and delivery deadlines require review before submission. The agency webpage displays October 2 metadata and an October 5 announcement dateline. The announcement dates differ; the 2027 manual supplies the requirements.

HUD has designated the 2027 Difficult Development Areas and Qualified Census Tracts for LIHTC purposes. The notice entered public inspection October 5 and was published October 6. The new lists generally take effect January 1, 2027. Allocated-credit and tax-exempt-bond projects face different timing tests. Qualifying buildings may use an eligible-basis increase up to 130 percent. The designation is not a grant, an automatic funding award or an NSPIRE change. HUD directs teams to Census-based mapping rather than postal ZIP codes alone. Application completeness, 730-day transition rules and multiphase documentation can affect eligibility. The notice has underwriting implications, but a map result is not a project-specific tax determination.

Applications are due November 6, with awards anticipated February 1, 2027, not guaranteed on that date. The notice covers eligible grants expiring June 1, 2026 through December 31, 2027; Appendix A and current grantee status control eligibility. Remaining funds do not automatically disqualify applicants, but balances requiring expenditure beyond December 2027 can lead to an extension instead. PSH must remain the primary activity, with a 51-percent threshold and separate limits for replacement budgets.

HUD's published Section 3 notice retains the existing labor-hour benchmark ratios rather than raising or lowering them. The notice was filed October 2 and published in the Federal Register October 5. It lists November 4 effectiveness and December 4 as the public-comment date. Existing benchmarks remain 25 percent for Section 3 workers and 5 percent for Targeted Section 3 workers. HUD says incomplete project data and the recent public-housing reporting rollout do not provide a representative basis for changing the goals. The percentages measure labor hours, not worker headcount, and safe harbor also requires the applicable prioritization certification.
