$94.3M FINANCING PACKAGE CLEARS 130 UNIT DOWNTOWN LIVERMORE PROJECT FOR CONSTRUCTION
LIVERMORE, CALIF. Eden Housing has secured three financing awards totaling $94,281,692 for Downtown Livermore Apartments, completing the funding the nonprofit developer says it needs to begin construction.
The planned community will provide 130 affordable homes for families earning between 20% and 60% of area median income. Eden Housing expects to break ground in early 2027.
The newly announced awards include:
$39,034,456 in bond allocation from the California Debt Limit Allocation Committee
$47,418,260 in federal tax-credit financing awarded through the California Tax Credit Allocation Committee
$7,828,976 from the California Department of Housing and Community Development’s Multifamily Housing Program
The three awards total approximately $94.3 million.
The project previously received $6 million in Measure W funding from Alameda County. Other partners include the City of Livermore, Livermore Housing Authority and California Department of Housing and Community Development.
Downtown Livermore Apartments is planned for the southeast corner of Railroad Avenue and South L Street.
The development will include one-, two and three-bedroom apartments in two four-story buildings. Current plans also call for resident meeting space, onsite laundry facilities, management offices and a private playground.
All 130 homes will be income restricted for qualifying households earning between 20% and 60% of area median income.
The City of Livermore acquired the downtown property for affordable housing between 2007 and 2009 and selected Eden Housing as the developer in 2018. The Livermore City Council approved the development plan in 2021.
After several years of legal and administrative proceedings, the California Supreme Court declined to review the remaining challenge in January 2026. Eden Housing and its public partners held a project kickoff event in May.
Securing the latest state financing awards moves the development from the planning and entitlement stage toward construction.
Eden Housing says groundbreaking is scheduled for early 2027. Additional information about the construction schedule, completion date and eventual leasing process has not yet been announced.
The financing milestone adds 130 planned affordable homes to Livermore’s development pipeline at a time when housing costs continue to limit the ability of lower-income workers and families to live near employment and community services.
- Monitor the financing closing and planned early-2027 groundbreaking. - Track CDLAC, CTCAC and HCD award conditions and development deadlines. - Watch for construction, leasing and final affordability announcements. - Confirm the final unit and rent schedule before marketing begins.
The financing completes a critical funding phase for a long-planned development serving households earning between 20% and 60% of area median income.
