HOTMA: Comments Due October 2 on HUD’s Draft TRACS 203A MAT Guide

HUD is accepting stakeholder comments through October 2, 2026, on its draft TRACS Release 203A Monthly Activity Transmission (MAT) Guide, a technical document intended to support HOTMA implementation in HUD multifamily housing programs.

The Office of Multifamily Housing Programs posted the draft on September 2. Its notification invites feedback before the guide is finalized.

For owners, management agents, contract administrators and software providers, the immediate task is to review the proposed instructions and identify questions that need answers before implementation.

Why the MAT Guide Matters

The Tenant Rental Assistance Certification System, known as TRACS, processes tenant certifications and rental-assistance payment requests for HUD multifamily programs. HUD checks those submissions for consistency with eligibility and subsidy-payment requirements.

That makes the guide relevant to the daily work behind resident certifications and assistance payments. Clear instructions help property staff, software providers and contract administrators work from the same requirements.

HUD’s TRACS page lists the September 2 draft guide, a separate supporting-documentation package and the stakeholder notification. Reviewers should use those materials when preparing comments.

October 2 Is the Comment Deadline

Comments must reach HUD by October 2, 2026. Stakeholders should email their feedback to MATGuideComments@hud.gov using the subject line “Draft 203A MAT Guide Comments/Your Organization.”

Where possible, each comment should identify the relevant chapter or section and page number. That gives HUD a clear reference for the instruction being questioned and the clarification being requested.

The notification says HUD staff will evaluate comments as part of finalizing the guide. It does not announce an October 2 software launch.

A useful submission can describe the unclear instruction, explain its effect on an actual processing scenario and propose a specific clarification. Organizations should coordinate comments across compliance, operations and software teams so that policy questions and system questions reach HUD together.

January 1, 2027 Remains the Published Multifamily Compliance Date

Notice H 2025-07 established January 1, 2027, as the revised multifamily HOTMA compliance date. The notice addresses full compliance with the final rule and updated income and asset documentation requirements for affected income certifications.

HUD’s current multifamily HOTMA webpage continues to identify that date. The draft MAT Guide comment process does not itself amend the notice or extend the deadline.

Owners should therefore distinguish three milestones: the deadline to comment on the draft, the official release of TRACS 203A and the published compliance date.

Early Implementation Needs Careful Coordination

The September 2 notification says HOTMA provisions associated with TRACS Release 203A must await HUD’s official publication of the corresponding release and related documents.

Separately, HUD’s multifamily HOTMA webpage continues to describe an early-implementation process using TRACS 202D, manual income and rent calculations, and the rent-override function. It also requires tenant-file annotations for provisions implemented before 203A.

The draft notification does not explain how its implementation restriction interacts with that existing process. Owners using or considering early implementation should ask HUD and their contract administrator how the notification applies to their workflow before changing procedures.

What Owners and Software Providers Can Review Now

A practical review can focus on whether proposed instructions are clear enough to support consistent certification processing, rent calculations and data submissions.

Compliance staff can identify policy questions. Property teams can describe recurring household scenarios. Software providers can identify instructions that need clarification before development and testing.

The result should be a focused set of comments tied to the draft, with specific examples and proposed corrections.

This review concerns HUD’s multifamily TRACS system. Public housing and voucher operators should continue to follow the guidance applicable to their programs; this posting does not establish a new implementation date for those programs.
